Recently ran across a pre-war Dobro, likely Regal, that was converted to a round neck using the original square neck. Looks like it was re-shaped except for the heel.
Wondering if this was ever done at the factory to cut cost by using existing parts, etc. Any insights?

Like you, I've come across a couple old Dobros where the square neck was modified to become a round neck, but I think these were done by luthiers or even hobbyists - not at the factory.
If it were ever done at the factory it's unlikely we'll ever know.
My guess is that if one had access to the factory back then and brought an existing Dobro in for conversion, it would have been a whole lot easier and more efficient to remove the square neck and replace it with a factory made round neck.
As far as grabbing already made square necks from the warehouse and "shaving them down" to make round necks because they were running low at the time on existing round necks for pending guitar orders - that sounds like a money loser to me - it might be a little like producing two different necks for the same guitar.
