An inexpensive keyboard stand and a really high quality dobro strap might meet all your requirements. If you're not using a strap, it's a good habit to get into and will solve most of the challenges of holding your guitar while you put on picks, set up sheet music etc.
I have a deluxe34 stand and its real nice. I have brackets for double steels, single dobro, weissenborn---but to be honest, something about a nice dobro guitar sitting up flat on a stand worries me. A strap (with straplock) just seems so much less worrisome. Funny, I don't worry about the lap steels up on the stand--I guess because they are solid planks.
I have a wild one-year old chocolate lab--that might be the root of my paranoia
