You already can! Click "Send a Private Message" from a person's homepage. That option is only there if they've allowed members to email them (it's an option in your profile). You can also click the little envelop above a person's posts in the forum to do the same.

One thing I've noticed, when a PM is sent, you a get notice by an email. When I get on the site, I can't see anything that tell me I have a PM. Is there a notice.

It sends a PM if the person is currently browsing the site. Otherwise, it sends an email.
