If the guitar in question is truly a 1998 it means it was made by Gibson in Nashville. Not always a good thing - there was some sloppy work going on there, but they also made some nice Dobros prior to running the brand into the ground and relegating the Dobro product line to a Chinese factory.
Gibson purchased Dobro in 1993 and guitars were still built in Huntington Beach, California until 1997. Sometime that year they shut the doors in "Surf City," transported the equipment to Nashville, and resumed production in 1998. Only one employee from California transferred to Tennessee - and not a builder, I believe it was a person in Accounting.
