First of all, some (not all) cones can be carefully trimmed around the edge with scissors, or sanded to make them fit if it's a tight squeeze. Resohangout has been around going on 17 years so there are multiple posts about this in the archives - go to the magnifying glass icon on the left side of your screen to do a search.
The other thing that people sometimes do is to slightly rout out the area where the edge of the cone rests on the ledge of the guitar. How old is the Regal? Sometimes after many years the ledge can develop a slight egg shape which is apparently caused by the heavy string pressure so the cone may not be an easy drop in any longer. I've never dealt with this issue myself so I'm not the guy to ask about it.
But to back up for a second, there have been cones sold as 10 1/2" which are in fact slightly wider - is it possible you have one of these?
Here in the SF Bay Area Mike Replogle, who ran Dobro for several years in the '90s in Southern California after Gibson bought the company has a reso guitar parts business and he has supplied cones in the past to professional dobro luthiers and "shade tree" dobro mechanics as well - like in the thousands. Mike also worked for a number of years after his stint at Dobro for Saga Music, parent company of the modern Regal brand.
HIs 10 1/2" Standard cone is actually a hair under 10 1/2" and you can check it out in the link below. The only caveat with this particular design is the way the edge is shaped it's not "trimmable" - so it might work for you.
